Export licenses for civilian gun silencers move from the State Department to Commerce

Silencers and suppressors for non-automatic and semi-automatic firearms join the Commerce Control List, so exports need Commerce Department approval or a license exception instead of State Department arms licenses. Travelers can take them abroad under the baggage exception for personal firearms.

Who it affects

Exporters of gun silencers and gun owners traveling abroad

When

This rule takes effect on November 20, 2026.
