Youth transport escort rules now cover trips to facilities inside California

Companies paid to transport minors to residential facilities or youth programs must use trustline-registered staff for trips within California, not only out of state. They need written safety policies and may use restraints only to prevent imminent serious harm when nothing less restrictive works.
