Some health care district hospitals may hire doctors directly

California generally bars hospitals from employing doctors. Health care district hospitals that got a state distressed hospital loan, or that along with their health system have over 75% Medicare and Medi-Cal patients, may now employ physicians and bill for their work if medical staff approve and doctors' judgment is left alone.
