College programs whose graduates earn too little lose federal student loan eligibility
An earnings test that limited only career-training programs now covers every college program: those whose graduates fail to out-earn a comparison group, such as high school graduates, in two of three years lose Direct Loans. The debt-to-earnings test ends, and school reporting is cut back.
