State grants for small business help centers get new eligibility and reporting rules

Small business technical assistance centers backed by a nonstate funding partner can qualify for state grants under one uniform set of rules, and centers with the same funder can apply together through one fiscal agent. All grantees follow the same performance metrics and reporting.
