California creates a Lowrider specialty license plate sponsored by the Arts Council
The Arts Council must apply to sponsor a Lowrider specialized license plate with a design reflecting lowrider culture. The DMV issues it only if enough people apply, and the extra plate fees go to lowrider arts and culture projects if the Legislature approves the spending.
