Juvenile probation 12-month limit now covers youth in out-of-home placements

Wards placed in out-of-home settings under probation supervision are no longer exempt from the 12-month limit on juvenile probation. Courts may also keep jurisdiction past it to finish required transition steps, but without probation conditions; youth committed to secure treatment facilities stay excluded.
